The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department, requests proposals from qualified firms for services to better connect individuals experiencing substance use disorders and/or homelessness with behavioral and physical health services.

Specifically, this RFP seeks a respondent to operate a “Quick Response Team” (QRT), which will conduct outreach to individuals with substance use disorders – with a focus on recent drug poisoning survivors and individuals experiencing homelessness, counsel individuals on treatment, harm reduction, and social services resources available, and make a warm hand off into treatment services for interested individuals. 

QRTs are a promising model – operating in other jurisdictions within and outside of Michigan – to connect individuals with substance use disorders with treatment and other services to reduce mortality. QRTs typically involve a small team (e.g., one to three people) with a range of relevant expertise; for example, they can include peer recovery coaches, harm reduction providers, social workers, nurses, behavioral health specialists, community health workers, Emergency Medical Technicians or paramedics, and other clinical or non-clinical professionals.

MINIMUM QUALIFICATIONS
Proposals will only be accepted from those firms that meet the following minimum criteria:

a)    Applicants must have a current Certificate of Incorporation.

b)    Applicants must have sufficient organizational capacity to develop and provide the services they have proposed and on the scale that they have proposed in their application.

c)    Applicants should have a minimum of four years’ experience providing substance use services, which can include substance use treatment, harm reduction, community outreach, or related services, in Detroit (or a city with comparable demographic features).

d)    Applicants should have experience working with unhoused individuals, ideally in a behavioral health or community setting.

AWARD CLAUSE INCLUDING RENEWAL OPTIONS
If a contract is awarded as a result of this RFP it will be a City of Detroit Professional Services Contract (sample attached). The term of the contract will be for eighteen months (from January 1, 2024 through June 30, 2025) with option for two one-year renewal options.  Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council. The City anticipates one award as a result of the RFP.
