The Detroit Board of Police Commissioners has Charter-mandated supervisory control and oversight of the Detroit Police Department. The​civilian Board is composed of eleven members - seven elected from each district and four appointed by the Mayor. The Board elects a chairperson and vice chair annually. The Board appoints a Secretary, Chief Investigator and additional civilian staff as necessary to carry out its duties.

The Office of the Chief Investigator (OCI) is the investigative arm of the Board of Police Commissioners; and is led by the Chief Investigator. At​ the direction and with the approval of the Board, the OCI investigates non-criminal complaints concerning the operation of the Police Department; and forwards allegations of criminality to the appropriate internal or external law enforcement agency for further investigation.
