The City of Detroit’s Planning and Development Department (P&DD) is seeking qualified development entities for the purpose of re-development of 17.90 acres of vacant City owned properties with vacant buildings consisting of 525,937 total square feet floor area located in the area known as former Herman-Kiefer Health Complex, which is generally bounded by: Taylor Street (n), US 10 – Lodge Freeway (e), Blaine Street (s) & Byron Street (w).

BRUSH PARK URBAN RENEWAL & HISTORIC DISTRICT
SOUTH MIDTOWN - DETROIT, MICHIGAN 

The City of Detroit's Planning and Development Department (P&DD) is seeking qualified development entities for the purpose of re-development of multiple blocks of primarily vacant City owned properties located in the area known as Brush Park, along with adaptive reuse of five (5) city owned historic structures. Brush Park is generally bounded by: Mack Avenue (n), Beaubien (e),       I-375 Service Drive (s) & Woodward Avenue (w).

P&DD is interested in the sale and redevelopment of three (3) specific sites in Brush Park, which are described as follows:

•    Parcel A:  Is generally bounded by: Edmund Place (n), Brush Street (e), Adelaide Street (s), and John R (w) and contains a total of forty (40) parcels: thirty-six (36) vacant lots and four (4) historic structures.

Parcel A contains 326,580 square feet or approximately 7.5 acres in total.

•   Parcel B:  Is generally bounded by: Alfred (n), Beaubien Street (e), Division Street (s), and Brush (w) and contains a total of seven (7) vacant lot parcels.

Parcel B contains 39,118 square feet or approximately 0.90 acres in total.

•   Parcel C: Is a vacant single family city owned historic structure located at 312 Watson Street in Brush Park, located on the SW corner of Watson & Brush Streets.

Parcel C consists of a vacant two story historic home built in 1894, approx. 2,075 SF of floor space, situated on a 2,700 SF lot, recently acquired from Wayne County Treasurer in August 2013.

NOTICE OF REQUEST FOR QUALIFICATIONS / PROPOSALS
Cost Estimation and Scope of Work Review Services
for the HOME Investment Partnerships Program

 


The U.S. Department of Housing and Urban Development has allocated HOME Investment Partnerships (ìHOMEî) Program funds to the City of Detroit. The City of Detroit will utilize its allocation of HOME funds to support the rehabilitation or construction of afford¨able, rental housing units.

The City of Detroit issued a Request for Proposals for the HOME Program on September 27, 2013. As part of the Proposal, applicants must obtain a review of the scope of work and cost estimates from an unrelated, but qualified, third-party. The applicant must include the review of the scope of work and cost estimates in their application to the City of Detroit HOME Program.

The City of Detroit issues this Notice of Request for Qualifications / Proposals (RFQ/P) in order to select qualified firms to perform the following services:

  • Review and amend, as necessary, scopes of work, plans and specifications to ensure that those documents meet Planning and Development Department Contractorís Performance Standards, revised November 2008, and applicable ENERGY STAR or ASHRAE standards
  • Review and amend, as necessary, estimated project costs to ensure that those estimates accurately reflect actual costs and include all necessary elements for quality construction or rehabilitation
  • Provide a signed statement certifying that the scope of work meets the standards identified above AND that the cost estimates are appropriate for the proposed scope of work
  • Once the City has established a qualified pool of firms, applicants to the City of Detroit HOME Program will secure these services as part of their application.

Questions Regarding the RFQ/P

Interested applicants may electronically submit questions regarding this RFQ/P to CostEstimateRFQ@detroitmi.gov. The City will accept questions regarding this RFQ/P until Wednesday, December 4, 2013. The City will not answer questions received after the December 4 deadline. The City will respond to all questions with written answers, and the City will post those answers on the City of Detroit RFQ/P web page listed above.

Application Submission

Applicants responding to this RFQ/P must submit all required doc¨umentation to the City of Detroit no later than 5:00 P.M. on Friday, December 13, 2013.

Applicants must submit three (3) copies of the application, including: one (1) original paper copy of the application with an original signa¨ture, one (1) additional paper copy of the application, and one (1) electronic copy of the application on a USB flash drive. Applicants should place each paper copy in a separate three-ring binder with a clearly labeled cover sheet on the outside of the binder that lists the name of the applicant and ìRFQ/P for HOME Cost Estimation and Scope of Work Review Services.î Applicants must submit all three copies of the application at the same time. The City will not accept a fragmented or an otherwise incomplete submission.

Addendum

The City of Detroit Planning and Development Department hereby extends the proposal submission date to Friday, January 10, 2014 at 5 PM EST.  In addition, the deadline for receipt of cost estimates and market studies prepared by third party firms has been changed to January 31, 2014 and March 31, 2014 respectively.  For more information click here



Addendum 4

The HOME RFP (published on the City's website on September 27, 2013) and advertised in the Michigan Chronicle newspaper (published October 2, 2013) required that the construction cost estimate provided by applicants to the HOME RFP must be validated by a certified third party cost estimator to ensure that costs are reasonable and adequate to meet the needs of the project. The qualifications of the cost estimators were also detailed on pages 12 through 13 of the HOME Rental RFP. As well, HOME RFP also stated that "the City shall issue a Request for Qualifications (RFQ) outlining criteria for the cost estimator and the scope of work for the cost estimates and provide a list of approved cost estimators from which applicants can choose."

Due to lack of adequate responses to the City's RFQ, the Planning and Development Department (P&DD) hereby revises the HOME RFP by this addendum #4 to allow each applicant  to  select  and  enter  into  a  contract  with  a  third  party  cost  estimator  of  its choosing. However, the cost estimator must be a third party contractor with which the Applicant has no "identity of interest" in accordance with and defined in the HOME RFP. The  City  will  not  certify  the  cost  estimators  but  provides  mandatory  criteria  and guidelines  for  selecting  cost  estimators.  The guidelines shall also provide links to professional associations for lists of potential cost estimators. Please note that the lists provided by those associations have not been vetted by P&DD but the Applicant may select from those lists if a firm meets the City's criteria.  See guidelines and criteria for the selection of Cost Estimators.   In addition, each Applicant must submit a copy of its contract with the third party cost estimator and their qualifications/license along with the submission of the cost estimate/validation by Jan. 31, 2014.

EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

 PROPOSAL DUE DATE:  4:00 P.M., WEDNESDAY, NOVEMBER 20, 2013

The City of Detroit, through the Planning & Development Department (“P&DD”), received two (2) Federal Emergency Solutions Grant (ESG) awards for FY 2012-2013 and FY 2013-2014 from the U.S. Department of Housing & Urban Development (HUD). The combined total for the two (2) grants is $5,337,957.00. Of this amount, the City of Detroit has committed a total of $500,000.00 for implementation of a Coordinated Access Model (CAM) System in the community under a separate Request For Proposals (RFP) cover, and is now seeking to award the sum of $4,320,614.00 to qualified non-profit organizations through this RFP, to deliver “Rapid Re-housing”, “Homelessness Prevention”, “Homeless Services”, “Emergency Shelter” services which includes basic shelter operations, warming centers, and one-time capital upgrades for emergency shelter facilities consistent with grant objectives and regulations. In addition, the City will retain the sum of $400,346.00 for its administrative costs, and will utilize not more than $117,997.00 to support Homeless Management Information System (HMIS) data collection and evaluation services.

The City of Detroit invites qualified, experienced, tax-exempt non-profit organizations possessing at least two (2) years of experience in providing HMIS services, Warming Center or Emergency Shelter services under the Emergency Shelter Grant, now known as the Emergency Solutions Grant (ESG), to apply for funding consideration.

The City also invites all interested agencies, groups and persons to attend a pre-bid conference concerning the proposed use of the funds as it relates to new HUD rules governing ESG activities.  The conference will be held on Friday, November 8, 2013, at the University of Michigan Detroit Center, 3663 Woodward Avenue, Suite 150, Detroit, Michigan 48201 from 1:00 p.m. - 4:00 p.m.

HOME INVESTMENT PARTNERSHIPS PROGRAM (“HOME”)
REQUEST FOR PROPOSALS (“RFP”) FOR RENTAL UNIT DEVELOPMENT

The HOME Investment Partnerships Program (HOME) is authorized under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended. The HOME Program regulations are at 24 CFR Part 92 and can be accessed on HUD's website:

The U.S. Department of Housing and Urban Development (HUD) allocates funds by formula among eligible state and local governments to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing, for very low-income and low-income families. 

The City of Detroit (City) received a HOME allocation of $5.8 million in FY 2012, has a projected HOME allocation of $4.3 million in FY 2013, and also has HOME funds available from previous years. The City anticipates utilizing $10.1 million of these funds, in addition to any “project-related” HOME program income that may become available, for the acquisition/rehabilitation or new construction ofHOME funds will be utilized to create affordable rental housing opportunities, improve property values, preserve existing housing, and stabilize neighborhoods. HOME funds through this RFP can only be used for rental housing development for low- and moderate-income households with incomes at or below 60% of the Area Median Income (AMI). However, mixed use and mixed income housing projects are encouraged, with the non-residential uses and the residential units for households with incomes above 80% AMI (in mixed income projects) being funded from other sources, as those costs are ineligible for payment through the HOME program.

The City will hold a mandatory informational meeting regarding this RFP at The University of Michigan Detroit Center located at 3663 Woodward Ave, Suite 150, Detroit, MI 48201 on October 17, 2013, at 9:30am. All interested applicant Developers are required to attend this mandatory meeting, and should bring any questions regarding this RFP and associated funding. Written questions can also be submitted to HOMERFP2013@detroitmi.gov until November 8, 2013; No questions will be accepted or answered after this date. 

The City will respond to all questions submitted with written answers, which will be distributed to all interested applicants.  The City of Detroit Planning and Development Department is issuing Request for Proposal (RFP) package. The deadline for submitting a proposal to the Planning and Development Department is no later than 5:00 pm on November 26, 2013.
