The 10/30/50 Payment Plan was developed for Detroit Water and Sewerage Department (DWSD) customers who have past due balances and/or are delinquent on their accounts. The plan which has no income restrictions, and allows payments to be spread during a 24-month period with as little as a 10% down payment on the past due amount. The 10/30/50 Plan is only available to Detroit residents who have responsibility for the household's water and sewer bill.


You may apply for the DWSD 10/30/50 Plan by visiting a DWSD Customer Care Center during business hours. At this time, payment plan arrangements cannot be made online or by phone. When you apply for the 10/30/50 Plan, bring the following to the DWSD Customer Care Center:

  • Government-issued ID (driver's license, state identification or passport);
  • Social security card;
  • Deed or property transfer affidavit if homeowner or rental agreement if tenant;
  • A deposit to enter the payment plan arrangement; and
  • If starting new service, moving to a new location or restoring service, be prepared to make a service deposit in addition to your payment plan deposit.
