The Debt Management Division manages the investment of surplus City funds and the financing of the City's capital needs and those of quasi-public agencies, such as the Greater Detroit Resource Recovery Authority, the Downtown Development Authority, and the Detroit Building Authority. The Debt Management Division also administers the City of Detroit Deferred Compensation Plan.
