REQUEST FOR QUALIFICATIONS
PSH Retail Store Operator (Sundry Shop)
CITY OF DETROIT BUILDING AUTHORITY for the
CITY OF DETROIT PUBLIC SAFETY HEADQUARTERS

Written responses are requested from interested respondents (“Respondents”) to this request for qualifications.  The purpose of this request is to obtain qualifications from experienced and qualified commercial retailers with proven experience in a variety of retail uses, including but not limited to, newsstand, convenience stores, coffee/sandwich shops, food and beverage vending machines, and fast food establishments. The facility would be located at 1300 John C. Lodge, in Detroit, Michigan, as more fully described in the Request for Qualifications. (RFQ)

The DBA will receive the responses, as herein set forth, in the offices of the Detroit Building Authority, C. Beth DunCombe, Director, 65 Cadillac Square, Suite 2800, Detroit, Michigan 48226. 

Qualifications shall be endorsed “Detroit Building Authority DPSH-RSO-2012-001” and submitted not later than 2:00 P.M., EDT time, on Wednesday, May 23, 2012 and will subsequently be evaluated to select a candidate for a retail store operator.


A processing fee of twenty-five dollars ($25.00), cashier’s check or money order, payable to the Detroit Building Authority must accompany the submission of qualifications.

A pre-submittal meeting and site tour will take place at 1300 John Lodge in Detroit Michigan, beginning at 2:00 P.M., EDT, on Wednesday, May 9, 2012.

The Respondent may only submit one response to this Request for Qualifications.  Participation in more than one submittal team will result in rejection of all responses by that Respondent.

Respondents submitting qualifications may be required to make an oral presentation(s) to designated City representatives. The issuing office, if required, will schedule such oral presentation(s).  The Respondent must pay any travel costs incurred for such presentations.

The Respondent must agree to comply with the requirements of the City of Detroit’s Ordinances and Human Rights Department Requirements.

The Request for Qualifications may be obtained in person starting Monday, April 30, 2012 at 12:00 PM EDT from the DBA offices at 65 Cadillac Square, Suite 2800, Detroit, MI, 48226, Phone (313) 224-7238; or on its website at www.detroitmi.gov.


No response to this Request for Qualifications may be withdrawn for at least 120 days after the actual opening of the RFQ. The DBA reserves the right to waive any irregularity in any RFQ, and to reject any or all RFQ, should it be deemed in its best interest.  If additional information is needed regarding this RFQ, please contact Donna Rice of the DBA at (313) 224-4599.
