The Property Maintenance Division of the Buildings, Safety Engineering and Environmental (BSEED) Department is responsible for enforcing the City of Detroit Blight ordinances, which govern the proper maintenance and zoning of residential and commercial properties. The purpose is to maintain the quality, appearance and usefulness of the city's homes and buildings.

The Property Maintenance Division conducts periodic inspections of existing residential rental properties and commercial structures in an effort to encourage superior property management, which leads to the elimination of blight and the stabilization of neighborhoods. The division issues certificates of compliance to property owners who adhere to the Blight Ordinances and zoning codes. Violators are issued blight tickets that may result in litigation and possible fines levied by the Department of Administrative Hearings.

The Property Maintenance Division is also tasked with helping to promote a healthy environment for the children who live in rental properties in the City of Detroit. The division investigates reports of suspected cases of older properties containing lead paint that may produce Elevated Blood-Lead Levels (EBLL). These reports are linked to instances where young children have been diagnosed with lead poisoning.

Operation Compliance

In January 2012, the Property Maintenance Division began an initiative to increase enforcement of city ordinances and city property maintenance code in commercial districts around the city. Inspectors were dedicated to the new "Operation Compliance" team that does enforcement with the cooperation of the Detroit Police Department three days a week.
