OPENING A NEW BUSINESSTo open a business in the City of Detroit, determine if a Change of Use Permit is required to use the building for the intended business. Visit the Buildings & Safety Engineering Department Zoning Counter in the Coleman A. Young Municipal Center Room 402 to obtain any required permits. A Certificate of Occupancy will be issued when a permit is completed.
