2012 EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM
PROPOSAL DUE DATE:  4:00 P.M., FRIDAY, OCTOBER 12, 2012

The City of Detroit through the Planning and Development Department (“P&DD”) anticipates receiving a Federal Emergency Solutions Grant (ESG) award of approximately $914,815.  The City of Detroit will award the funds to qualified non-profit organizations, through this Request for Proposals, to deliver Homeless Management Information System (HMIS), Homelessness Prevention and Rapid Re-Housing services consistent with the grant objectives and regulations.

The City of Detroit invites qualified, experienced, tax-exempt nonprofit organizations possessing at least two years of experience in providing HMIS, homelessness prevention and/or rapid re-housing services under the federal Homelessness Prevention and Rapid Re-Housing Program (HPRP) to apply for funding consideration.

The City of Detroit also invites all interested agencies, groups and persons to attend a pre-bid conference concerning the proposed use of the funds and the new rules governing Emergency Solutions Grant (ESG) activities. The conference will be held on October 2, 2012 at 65 Cadillac Square, Suite 2300, Detroit, Michigan 48226 from 2:00 – 5:00 pm.

The City of Detroit through its Planning and Development Department is requesting qualifications from qualified individuals or firms interested in providing assistance to the City of Detroit in administering HOME funds. In an effort to forestall foreclosure activities, stabilize Detroit neighborhoods, and sustain homeownership, the Planning & Development Department’s (P&DD) Housing Services Division on behalf of the City of Detroit, is formally seeking qualified HUD or MSHDA certified, Detroit-based housing counseling organizations to submit qualifying documents, which describe in detail your respective background, experience and qualifications to provide assistance under the “Mortgage Assistance – Foreclosure Prevention” Program.  This program will be implemented and administered by the Housing Services Division personnel in conjunction with the selected housing counseling organizations.  Funding for this program is provided under the federal government’s HUD sponsored American Recovery & Reinvestment Act (ARRA) of 2009, Community Development Block Grant – Recovery Funds (CDBG-R).

All qualified HUD or MSHDA certified, Detroit-based housing counseling organizations that wish to participate in the administration and implementation of CDBG-R funded activities, in support of the City’s “Mortgage Assistance - Foreclosure Prevention” activities, are requested to submit a RFQ response documenting the qualifications of your organization no later than Friday, June 11, 2010 by 4:00 p.m. Download the complete Request for Qualifications.

The intent of this Request for Proposals is to retain an experienced and qualified Developer who has the potential and financial capacity to purchase and redevelop this 6.18-acre site for commercial, institutional, mixed use, and/or senior residential.  The site is located on the intersection of Oakman Boulevard and Grand River Avenue. The intent of this Request for Proposals is to retain an experienced and qualified Developer who has the potential and financial capacity to purchase and redevelop this 3.78-acre site for wholesale food distribution and/or supporting service development.  The site is bounded by I-75 Service Drive (west), vacated Watson (south), vacated Erskine (north), and Rivard (east). 7600 East Jefferson (a/k/a Former Brodhead Armory)-

The intent of this Request for Proposal is to retain an experienced and qualified Developer who has the potential and financial capacity to purchase the above property for the purpose of redeveloping this 4.47-acre site for mixed-use recreational, commercial, and/or residential development.  The site is bounded by East Jefferson (north), Detroit River (south), Gabriel Richard Park (west) and  River Terrace Apt. 19159 John R-     

The intent of this Request for Proposal is to retain an experienced and qualified Developer who has the potential and financial capacity to purchase the above site for the purpose of redeveloping this 1.79-acre site for industrial and/or warehouse use.  The site is located on John R just north of East Seven Mile. Important information for submitting development proposals

RFP Packages are now available for pick-up at the Planning and Development Department, Real Estate Development Division, 65 Cadillac Square, 20th Floor, between the hours of 9:00 a.m. and 4:00 p.m.  Monday through Friday - excluding holidays.  All proposals must be submitted anytime prior to 3 p.m. on the submission response due date of, July 30, 2010  to: City of Detroit, Planning and Development Department, Real Estate Development Division, 65 Cadillac Square, 20th Floor, Detroit, MI 48226.  All RFP responses must be submitted in a sealed envelope and plainly marked with the full address and name of the site as described in the RFP Package.  The description should be followed by the word “RESPONSE”, i.e  5658 Braden (a/k/a Former 6th Precinct) - Response@, or  19159 John R- Response.  ONLY ONE PROPOSAL PER ENVELOPE.  Request for Proposal Responses received after the 3 p.m. deadline date of   July 30, 2010  will not be considered.  The full responsibility for timely submission of proposals rests with the applicants.  The  July 30 , 2010   deadline date is firm.  No extensions will be granted and no excuses will be accepted.  Potential developers will be responsible for appraisal and title search costs for each property at closing.

Notice of Funding Availability (NOFA)
Applications Available: September 15, 2008

This NOFA is in response to the current market-housing crisis, which has negatively impacted non-profit, for-profit housing developers, and CHDO’s ability to market and sell its affordable housing units. This solicitation is directed to: (1) Developers who have affordable housing Development Projects completed within the last 36 months or have Development Projects currently under construction and are in need of financial assistance for potential homebuyers; and (2) have existing new construction or existing rehabilitated for-sale single-family housing Development Projects with ten (10) or less units that require “down payment assistance” (DPA) for low and moderate-income homebuyers; and (3) have or will have an unsold inventory of for-sale single-family affordable housing for low moderate-income homebuyers in the City of Detroit.

Historic District Commission Consultant
Qualified firm sought to conduct Section 106 review and Historic District Commission consulting services for the Planning Division of the Planning and Development Department (PDD). Historic consultant services will be conducted in the Historic Section of PDD, the section responsible for conducting Section 106 reviews to ensure that historic properties are identified and taken into account for all projects utilizing HUD funding from PDD, other City agencies and their subrecipients. Community Development Block Grant and Neighborhood Opportunity Fund (CBDG/NOF) Reissue
For the 2008-2009 funding year, the Detroit City Council and the City of Detroit Planning and Development Department have agreed upon the establishment of joint threshold criteria in an effort to improve the proposal review process and to ensure compliance with the recommendations by the U.S. Department of Housing and Urban Development (HUD) for determining eligibility and awarding funds. NEXT Detroit Permanent Supportive Housing Initiative
The NEXT Detroit Permanent Supportive Housing Initiative (NDPSHI) is a collaborative effort to eliminate homelessness through synergetic planning and implementation of housing development and supportive services. The goal of the NDPSHI is to aggressively create up to 4,000 supportive housing units in Detroit within a five year period through acquisition, rehabilitation and construction of real property. 2008 Detroit Emergency Shelter Grant Program (ESG)
