Consolidated Plan
The Consolidated Plan (Con Plan) is a planning document used by cities, counties and states to identify housing, homeless, human and economic development needs and to develop the long-term strategies to address them. The U.S. Department of Housing and Urban Development (HUD) requires any city jurisdiction seeking funding under a group of federal programs to submit a Con Plan.

Consolidated Plan Annual Performance and Evaluation Report (CAPER)
The CAPER summarizes accomplishments based on the City’s Consolidated Plan activities. The CAPER documents the how dollars in CDBG funding has enriched the lives of low and moderate income families and individuals and furthered the goals of community growth and sustainability.
