The Capital Agenda is a five-year capital improvement plan required by the City Charter (Section 8-202). It is to include all capital projects to be financed in the next five years with "funds subject to control or appropriation by the City". The intent of the Agenda is to provide a planning vehicle for City projects. It is not intended to be, nor should it be construed to be, a five-year budget.
