Neighborhood Support Services DivisionIf you are a community-based organization working to strengthen neighborhood development in Detroit, the Neighborhood Support Services Division may be able to provide technical assistance and support for your projects. Our primary goals are to develop supportive relationships with community-based organizations and to structure divisional programs to reflect City strategies and target community needs.
The Neighborhood Support Services Division provides these key services for community-based organizations:
management and monitoring of public services and homeless activities associated with the Community Development Block Grant (CDBG)
management and monitoring of homeless activities associated with Emergency Shelter Grant (ESG)
facilitation and implementation of CDBG and ESG activities
promotion of citizen participation in development areas by providing administrative support for Citizen's District Councils (CDCs).
CDBG/NOF Public Service Activities
Each year, the Neighborhood Support Services Division, along with the City Planning Commission, reviews proposals from community groups applying for CDBG/Neighborhood Opportunity Funds (NOF) for public service activities. We review NOF proposals for consistency with CDBG regulations and City strategies and for project feasibility.
If you are awarded funding, our staff can provide the following services:
- contract preparation
- technical assistance for capacity and resource building
- performance monitoring
- program evaluation.
Citizen's District Councils (CDCs)
Citizen's District Councils are advisory councils mandated by law to provide citizen participation in planning and development issues for City-designated redevelopment and district areas.
The Neighborhood Support Services Division staff provides the following services for CDCs:
- contract preparation for CDCs that have been allocated administrative funds through the CDBG program
- administrative support for unfunded CDCs
- technical assistance to facilitate citizen participation.
Emergency Shelter Grant Programs
Request for Proposals (RFP)
Each year, qualified emergency shelter and service providers are invited to submit proposals for the Emergency Shelter Grant Program.
Applicants must meet the following qualifications:
- Be a tax exempt non-profit organization
- Have at least one year experience in serving the homeless and or at risk population if the organization is not a shelter provider
- Propose Emergency Shelter Grant Program eligible activities
- Meet the timing, form and content requirements of the RFP
