Homeowner Repair ProgramsSenior Emergency Home Repair ProgramThe Senior Emergency Home Repair Program provides for emergency related health and safety home repair assistance for low-income homeowners, 65 years of age or older and/or physically disabled and 55 years of age or older. The City of Detroit, Planning and Development Department offers home repair grant opportunities citywide for a limited number of seniors, who reside within the City of Detroit. Applicants must meet low-income guidelines and be owner occupants. The maximum Senior Emergency Repair Grant is up to $12,000. Grants are used to correct serious code violations and/or emergency repairs.
Eligible applicants must meet the following criteria:- Applicant must be at least 65 years of age or older and/or physically disabled and 55 years of age or older
- Applicant must be very low income
- Applicant must own and occupy the home
- Applicant must not have received a prior rehab/repair grant from City Programs
Examples of Eligible Emergency Home Repairs:- Furnaces
- Plumbing
- Roofs
- Electrical systems
- Structural Repairs
Examples of Ineligible Repairs:- Windows
- Carpeting
- Kitchen Cabinets
- All household appliances
- Plaster, Drywall
- Concrete-work / Driveways
- Any item that is “Lead-Based Paint” related and would require a risk assessment.

Minor Home RepairThe Minor Home Repair Program provides minor housing rehabilitation repairs to help preserve the neighborhoods of the City of Detroit. The Program is designed to correct health and safety conditions, and to eliminate lead-based paint hazards in residential properties owned by low-income homeowners. Financial assistance is available through a one-time only grant/forgivable loan at no cost to homeowners up to $15,000 per property or a maximum of $24,950, if lead-based paint hazards exist.
Homeowners must apply through a Sponsoring Community Organization that has Community Development Block Grant Funds available for home repairs. Applications are available October through December of each year through Sponsoring Community Organizations, who must spend their Community Development Block Grant funds awarded through the CDBG/NOF Proposal application process. To participate in the Program, verification of the following items will be required: (1) proof of income; (2) proof of ownership; (3) proof of property insurance; (4) proof of paid property taxes; (5) proof of occupancy; (6) picture identification; and (7) other information may be required.
Completed applications and supporting documents are submitted by Sponsoring Community Organizations to the City of Detroit for review and approval in order for homeowners to participate in the Minor Home Repair Program. Eligible properties for financial assistance must meet the following requirements: (1) single-family dwellings; (2) located within the targeted boundaries of a Sponsoring Community Organization; and (3) structurally and economically feasible for repairs. Eligible improvements include repairs to roofs, furnaces, plumbing, electrical, structural, porches and lead hazard remediation.

Citywide Lead Hazard Reduction ProgramThe Lead Hazard Remediation Program services low-income, owner-occupants of single-family homes within the city of Detroit.
The program particularly identifies and assists those households with children under six years of age, especially those with an elevated blood lead level (EBLL).
The program is restricted to the reduction of lead hazards and repairs associated with the lead hazard and to correct serious code violations and/or emergency repairs.
The maximum funding is $24,950 per property.

American Dream Down Payment Initiative (ADDI)ADDI offers down payment assistance to potential homeowners with low-income who meet the following criteria:- Must be a first-time home buyer
- Must be 18 years or older
- Home buyer must occupy the property as a primary residence
- Home buyer is required to make a one percent cash contribution from His/her own funds
- Home buyer must complete an approved home buyer counseling course

Home buyer Assistance Program (Program Closed)Non-profit community development organizations and/or for-profit corporations may use funding to acquire, rehabilitate and resell vacant single-family property and under limited circumstances, construct new single-family housing.
Eligible home buyers/applicants’ incomes cannot exceed 80 percent of the area median income base on family size.
The City of Detroit will finance a portion of the total development costs. (pre-development, acquisition, soft costs and rehabilitation or new construction) The per unit total development cost cannot exceed $180,000 for new construction and $140,000 for rehabilitation projects. (Total development cost is the total cost to acquire and rehabilitate the property which shall not exceed twice the after construction appraised value of the property.)
Zero (0) percent low-interest rate loans may be used to make the units affordable to families with incomes at or below 80 percent of the area median.

Rental ProgramInvestor Loan Program (Program Closed)The Investor Loan and CHDO Investor Loan Program provides funds to assist in the rehabilitation of substandard rental housing units to meet HUD Section 8 Housing Quality Standards or construction of rental housing to low- or very low-income persons in the City of Detroit.
This program encourages for-profit and not-for-profit developers to rehabilitate and/or construct rental properties of 10 or more units.
Funds are available to developers who agree to maintain affordable housing for up to 15 years for rehabilitation projects and 20 years for new construction projects. The developers must also agree to restrict those units to low-income households.
The City will finance a portion of the total development costs (pre-development, acquisition, soft costs and renovation or new construction) with HOME funds as a deferred payment loan, and below-market interest rate loan or other loan variations required to maintain rents affordable to the targeted income populations.
Maximum amount of assistance varies with unit size: efficiency units- $45,000; 1 bedroom units- $60,000; 2 bedroom units-$65,000; and 3-4 bedroom units-$75,000.

Upon the Developer’s request after completion of the Development, an inspection will be made to assure satisfactory performance. A Certificate of Completion will then be issued and the “Good Faith” Deposit will be refunded.
