Multi-Family, Homebuyers and CHDOS Programs

The Multi-Family Investor, Homebuyers and Community Housing Development Organizations (CHDO) are programs funded through the U.S. Department of Housing and Urban Development's HOME Program, which seeks to provide permanent affordable housing opportunities for low and moderate-income individuals and families.

Funds are for the new construction or rehabilitation of multi-family rental projects with 20 or more units or, for-sale housing with 10 or more units. Currently, funds are limited to Projects that can demonstrate the ability to begin construction within six months of the HOME commitment. This ability can be demonstrated by:
  • Firm financial commitment from private lenders
  • Applicant and development team's prior experience (minimum 5 years)
  • Market feasibility as evidenced by market data/studies
  • Preliminary plans and specifications
  • Zoning approval
  • Site control
  • Time schedule
Priority consideration through bonus points will be given to development projects:
  • Located in City of Detroit's NEXT Detroit Neighborhood Initiative (NDNI) areas (see list below);
  • Strategic Investment Areas of Existing Partnerships to Stabilize and Revitalize Neighborhoods;
  • Projects awarded 2007 Low-income Housing Tax Credits and;
  • Special Needs and Supportive Housing Projects

  1. East English Village
  2. Osborn
  3. North End
  4. Brightmoor
  5. 7 Mile Livernois
  6. Grand River Greenfield
