Vision Statement

STATEMENT OF PURPOSE
The Mayor’s Office of Targeted Business Development (OTBD) is a City of Detroit department, established by ordinance to institute policies through a Policy Board comprised of various City of Detroit Directors. Its primary goal is to insure substantial participation by Detroit businesses in City procurement opportunities. In addition, the OTBD is the City’s premier business resource center that fosters relationships between Detroit businesses and other business development resource agencies that help to build capacity for our targeted businesses. The OTBD endeavors to enhance the viability of our Detroit business community and to increase the rate of successfully fulfilling governmental contracts. The ultimate goals of the OTBD are to:
  • Increase the number of City contracts awarded to targeted businesses
  • Review City of Detroit purchasing solicitations to insure that targeted business language is communicated to prospective bidders
  • Review winning bids to insure maximum targeted business participation
  • Communicate targeted business objectives to all City Directors and Purchasing Agents
  • Assist targeted businesses with sustaining and growing their business

MISSION STATEMENT
The Mayor’s Office of Targeted Business Development will facilitate the development of policies and procedures to increase utilization of Detroit Headquartered Businesses, Detroit Based Businesses, Detroit Resident Businesses, Detroit Micro Businesses and Detroit Disadvantaged Businesses.

THE EXECUTIVE VISION

The Executive vision for both the Office of Targeted Business Development and the City of Detroit is to utilize the City’s enormous buying power to re-circulate Detroit Dollars within the local economy as many times as possible and to work collaboratively with other City agencies such as the Mayor’s Office of Neighborhood and Commercial Revitalization (ONCR), with the ultimate goal of building and sustaining both the commercial infrastructure and the residential neighborhoods, thus transforming the Next Detroit.

Guiding Principles:

  • Cultivate the growth of Detroit businesses through increased City contracting opportunities.
  • Ensure that City agencies follow targeted business and purchasing ordinance guidelines, and proactively meet the policy of the Mayor’s Executive Orders.
  • Encourage other large private and public sector organizations to take advantage of Detroit-based businesses' capabilities.
  • Market the Detroit business community globally.
  • Identify new and existing businesses to meet City department demands for goods and services.
