The City of Detroit Human Rights Department (HRD) investigates complaints of discrimination in employment, education, housing, public accommodation, medical care facilities, commercial space, resort or amusement and public service based on religion/creed, race, color, national origin, age, sex, sexual orientation, marital status, public benefit status, HIV/AIDS status, or handicap/disability. A complaint may be filed, if the alleged act of discrimination has occurred in the City of Detroit within the past 365 days.

DEPARTMENT OF HUMAN RIGHTS RESPONSIBILITIES:
  •     Will thoroughly evaluate the claimant’s Intake and make appropriate referrals
  •     Will discuss with the claimant a realistic expectation as to what the department can do about      his/her situation
  •     Will encourage the parties to resolve an Intake before a Formal Complaint is filed
  •     Will notify both the claimant and the respondent of the department’s contact person
  •     Will keep both the claimant and respondent informed as to the status of the investigation
  •     Will investigate all complaints in a timely manner
  •     Will use the preponderance of evidence standard when determining whether an unlawful act of discrimination occurred
  •     Will investigate objectively and will remain neutral throughout the investigation process
  •     Will inform the claimant of his/her right to pursue this matter further in state or federal court
  •     Will give both the claimant and the respondent an opportunity to request mediation
  •     Will inform all claimants of the rights to file in the various courts and the requirements for doing so
