The Detroit Workforce Development Department ("DWDD") is authorized by Section 7-101 of the City Charter, as amended, to provide employment and training services to residents of the city of Detroit.

The means by which the department carries out this authority changed in 1997 as a result of directives by the State of Michigan. The Detroit Workforce Development Department, which is one of 25 Michigan Works! Agencies, administers and otherwise oversees a broad array of workforce development activities, but does not provide any direct services to residents. All such services are provided by subcontractors and service providers selected by the Employment and Training Department and the Detroit Workforce Development Board ("WDB") through a competitive Request for Proposal (‘RFP") or Request for Quotation ("RFQ") bid process.  The WDB, which is comprised of metropolitan Detroit employers and service agencies, oversees and monitors the activities of DWDD and its subcontractors. DWDD has two primary customers: job seekers and employers. DWDD provides job seekers with training and employment opportunities to become economically self-sufficient and employers with the skilled workforce they require to effectively compete in the global economy. In addition to the administration of employment and training programs, DWDD is now also focused on economic and community development.

The range of workforce development programs and services administered by the Workforce Development Department has become quite expansive as the State of Michigan and the federal government have sought and continue to seek to consolidate all such programs under the authority of the One Stop Service Center System which is designated the Michigan Works! System in Michigan.

The Workforce Investment Act (WIA) simplified and streamlined dozens of federally authorized employment and training funding streams. DWDD receives funding from the U. S. Department of Labor (USDOL), U.S. Department of Transportation, U.S. Department of Agriculture, USDOL Office of Disability Employment and the U.S. Department of Health and Human Services and the U.S. Department of Transportation Federal Transit Authority. E&T also administers several State of Michigan funded workforce development programs.

DWDD is participating in two national technical assistance projects that are enabling it to strengthen its service delivery capacity. It was selected by the National League of Cities to be one of ten cities to develop transitional jobs projects for hard to employ populations. The Department has developed a pilot project for ex-offenders, and is receiving support to continue in this effort from policy consultants and nationally recognized model programs. For the second technical assistance project, Urban Partnerships for Welfare Reform, Detroit, represented by the department, is one of ten cities selected to develop strategies to improve self-sufficiency opportunities for families receiving Temporary Assistance for Needy Families ("TANF").

Detroit’s One Stop Service Centers

Detroit’s One-Stop Service Centers are designed to meet the employment and training needs of employers and job seekers. Employers can access qualified workers to meet their hiring needs and job seekers can access services that range from self-service job search activities to more intensive assessment, training and job placement services.

DWDD Services Provided

Through its network of subcontractor service providers, its One Stop Service Centers, and affiliated partner agencies, the Workforce Development Department provides:

  • Skill specific training via Individual Training Account/Comp Card Master Card. Customers seeking training develop a career plan in conjunction with the One Stop case manager and individual schools;
  • Training for youth and special adult populations in classroom settings for skill specific training, remedial education, GED preparation, and condensed vocational training;
  • Supportive services to qualified job seekers such as childcare, clothing, and transportation;
  • Workforce development to companies recruited by the City of Detroit, Regional Chamber of Commerce, Detroit Economic Growth Corporation, Booker T. Washington Business Association, DTE Energy and other groups which include applicant recruitment, pre-screening and assessment, interview rooms and other resources such as tax incentives and federal bonding.

Eligibility

Under the Workforce Investment Act and Wagner-Peyser Employment Services, all job seekers and employers are eligible for basic labor exchange, job search and placement assistance and economic development, respectively, through the department’s workforce development system. There are strict eligibility guidelines for intensive services and training under WIA, Work First, and Welfare to Work. The Youth Opportunity Movement has only Empowerment Zone residency and age eligibility guidelines. Eligibility determination for intensive services and training are made at the One Stop Career Service Centers. Interested residents should call for an appointment or come to one of the One Stops between 8:00 a.m. and 5:00 p.m., Monday through Friday except City of Detroit holidays.

Publications

The Workforce Development Department is re-establishing a departmental newsletter. It will be published by the Planning Division and will be made available free of charge in print form and online. The Planning Division maintains a mailing list, which it uses to notify interested agencies of funding opportunities. Call the above number to be placed on the mailing list. The Department has a web page posted on the City of Detroit web page. E&T also makes regular use of the City’s cable Channel 10 to publish its various events.
