Rental property owners are required to obtain a Certificate of Compliance (renewed annually) prior to occupying the property with a tenant. A Certificate of Compliance requires that a property has been inspected to identify lead-based paint (and a Lead Risk Assessment was conducted).  This shows that the property has been cleared of any lead hazards to help ensure the safety of the occupant. A Lead Clearance Report, and a Lead Activity Declaration must be completed by a state-certified lead professional and submitted to the BSEED Property Maintenance Division via email or in-person to demonstrate that any lead hazards have been addressed.
